Job Description: Duration:
Candidates will provide professional services to facilitate the update of the SCEIS Business Case Study. The Change Management Consultant will have in-depth knowledge/experience with the Business Process review related to state/local public sector organizations.
Specific Duties and Responsibilities
· Assist support IV&V in analyzing the SCEIS Business Case Study based on current environment and planned SCEIS implementation.
· Assist and support the IV&V contractor in the assimilation, organization and production of relevant comparative metric analysis with respect to Finance, Procurement, Human Resources and Compensation processes for the legacy and SCEIS business processes.
· Provide consultant expertise relative to the cost analysis and justification for ERP projects based on industry standard methodologies.

Time-frame: Positions to begin effective on or about 11/05/2008; for approximately 4 months with options to extend in 1 month increments as required by the state.
LOCATION:
Positions will be based at the SCEIS IV&V offices in the Wade Hampton Building, in Columbia, South Carolina. Computer network access, phone, and access to printers, copiers, and fax will be provided. Meetings may be held at remote offices of DSIT or other SCEIS stakeholders generally in the Columbia area.
SKILLS REQUIRED:STRONG WORKING KNOWLEDGE OF STATE FINANCE POLICIES, PROGRAMS AND PROCEDURES,
CERTIFIED PUBLIC ACCOUNTANT IS DESIRED; EXCELLENT ORAL AND WRITTEN COMMUNICATIONS
SKILLS; ABILITY TO PLAN, ORGANIZE, AND COORDINATE WORK ASSIGNMENTS. ABILITY TO
MANAGE WORK, DELEGATE, AND PROVIDE GUIDANCE TO OTHER SCEIS EMPLOYEES. ABILITY
TO MAKE PRESENTATION AND PREPARE REPORTS. MATERIALS MANAGEMENT BACKGROUND
KNOWLEDGE AND TECHNICAL SKILLS A PLUS.
