Job Description:
Working under the direction of SCDHHS HR and Finance Directors, candidates will provide HR/Payroll project leadership, functional and technical consulting services related to the design, development, testing and on-going maintenance of HR/Payroll SAP software at the agency level. The SAP functional consultant must have prior SAP implementation experience within State Government and in-depth knowledge of the SAP HR/Payroll functionality for public sector organizations. The consultant must be able to design, configure, test and provide project leadership from a user perspective. The Department’s implementation must take place in accordance with all existing SCEIS guidelines including integration with the finance and materials management modules. This consultant will provide the SCDHHS HR Director with a written business plan for the integrated implementation of the SAP HR/Payroll software. The business plan must include key milestone dates, identification of roles and responsibilities, assignment of tasks and detailed communication strategy that is coordinated with the Agency Support Team. A person in this position must work independently with a high level of discretion and business savvy and must be held accountable for meeting project deadlines. Access to management and technical and training staffs of SCDHHS and SCEIS as needed.
• Lead SCDHHS HR and payroll staffs in the analysis of “As-Is” business processes, integrate “To-Be” Process Flows for users and transfer knowledge to the SCDHHS HR/Payroll staffs;
• Proven organizational and interpersonal skills; ability to build and maintain partnerships within different business units, with diverse groups and within the team environment;
• Demonstrated ability to meet deadlines, complete important time sensitive and confidential tasks, and adapt quickly to last minute changes;
• Escalate issues to SCDHHS HR and Finance Directors in a timely manner

Required Skills:
• Previous SAP Public Sector experience with State Government implementation;
• At least 8+ years of experience implementing SAP HR/Payroll module;
• A proven functional/technical professional with at least 3 full lifecycle SAP R/3 implementation in public sector consulting experience;
• Manage Department deliverables and timelines in alignment with overall SCEIS Program requirements;
• Experience in the development of project documentation; Advanced knowledge of Microsoft office software including: PowerPoint, Word, Access, Novell GroupWise and Excel;
• Excellent written/verbal communication and presentation skills (with all levels of the organization) with a very good command of the English language and ability to communicate complex ideas and subjects accurately, clearly and concisely; and

Preferred Skills:
• SAP Public Sector experience with State Government strongly.
• Medicaid experience preferred
