North Carolina State University seeks quotes from qualified vendors to provide SunGard Advance Technical
support to convert SunGard’s Advance products (version 9.1) from a Sybase to Oracle database platform
(version 10g). This support is required for 20 hours per week, may work onsite or remotely and is needed as
soon as possible for approximately 6 months. For work performed remotely, the awarded vendor shall attend
meetings on campus as frequently as the University’s Project Coordinator (UPC) deems necessary for success
of the project.
CONTRACT PERIOD
The engagement shall begin as soon as possible (estimated 3/1/09) and continue for a period of six(6)
months. Payment shall be made on actual hours work. The University
reserves the right to terminate this service at any time during the course of the engagement
SCOPE OF SERVICES/RESPONSIBILITIES:
This person will report to the project Technical Lead and shall:
1. Perform the conversion of Sybase stored procedures to the Oracle database platform accurately and
efficiently
2. Successfully develop, document and execute test plans for converted stored procedures
3. Develop necessary technical documentation related to stored procedure conversions, following departmental
standards
4. Transfer knowledge of programming tips and techniques used in Advance to the University’s project team
members
5. Assist in the identification of technical risks to the conversion project
6. Provide written status updates on all assigned tasks to the UPC as directed and with sufficient detail as
determined by the UPC
7. Offer technical advice and expertise to less experienced internal Advance programmers
8. Develop technical specifications for complicated processes
EXPERIENCE REQUIRED:
A minimum of 5 years of in-depth technical experience (data management, PowerBuilder and Oracle stored
procedure development, etc.) with the SunGard Advance system is required with technical experience in version
9.x at a large, Research I university with at least 20,000 students. Expertise with Advance data structures and
Advance Data Loader utility is required. Demonstrated experience is required in conversion technical activities
such as coding with PowerBuilder, SQL and PL/SQL, mentoring less experienced Advance analyst /
programmers, troubleshooting converted code, developing technical specifications, and unit/system testing. A
thorough understanding of Oracle and Sybase relational database technologies is required. Also needed are: the
ability to identify code and data problems that could impact conversion or post-conversion; an understanding of
the functions of stored procedures to the point of being able to provide alternatives and perform “what happens
if” analysis; the ability to work with a 5 person development team that possesses limited Oracle experience; the
ability to conduct complex analysis of technical processes and develop related stored procedure design
documentation; and the ability to analyze complex programming tasks and troubleshoot problems. Excellent
analytical, organizational, verbal and written communications skills are required.
EVALUATION CRITERIA:
Criteria for evaluation of responses are listed below in order of relative importance and weighted as noted:
70% - Proven track record actively participating in the technical development of a SunGard Advance system,
particularly in the area of stored procedure development. Items to be evaluated include a history of projects
brought in on time and with expected functionality. A strong emphasis is placed on proven programming
experience using PL/SQL. Experience in SunGard Advance version 9.x and Advance Data Loader is strongly
preferred. See the “Experience Required” section above for a complete list of technical evaluation criteria.
10% - Demonstrated understanding of project goals and effective methodologies to be employed to meet those
goals. Items to be evaluated include written responses to this RFQ and possibly response given in verbal
interviews. Please note that an interview is not guaranteed. The quote response should clearly outline the
qualifications of the personnel to be provided.
20% - Cost – the hourly rate shall be inclusive of all expenses (travel and otherwise).
REFERENCES:
Candidates shall provide three (3) references; at least two (2) of which shall be from institutions, preferably one
major research institution comparable in size and mission to NC State University.
Resumes shall be provided for candidates who will actually perform the work (i.e. not sample resumes).
Responses shall include no more than one page on company background and no more than one page of
company references.
Rates quoted shall include all expenses (travel and otherwise).
The University reserves the right to award based on the candidate deemed to provide the best overall value to
the University
